Frank Pallas studierte Informatik an der Technischen Universität Berlin, wo er im Jahr 2009 mit einer Arbeit zu institutionenökonomischen Fragen der Informationssicherheit in Organisationen auch zum Dr.-Ing. promovierte. Seitdem befasst er sich am Zentrum für Angewandte Rechtswissenschaft (ZAR) des KIT mit technisch-rechtlichen Fragen des Smart Grids und des Cloud Computings. Zudem hält er seit 2011 eine Vertretungsprofessur für Datenschutz und Informationsökonomik an der TU Berlin und ist seit 2012 Gastwissenschaftler am FZI (Forschungszentrum Informatik).

Seit September 2015 ist er Postdoc am Fachgebiet Information Systems Engineering der TU Berlin.
